Before you can create a plan, you need to decide which components to include, such as the fields to use, how you want to organize and structure your goals, and who will have access to the plan throughout its life cycle. These decisions are put into CompetencyCore in custom forms (to allow for additional plan and goal fields), cycles (to specify or restrict access to the plan), and plan types (to tie your options into an overall style). Contact your Customer Support Specialist if you're not sure if you should create a plan type.
